ABOUT
The Lone Star Groundwater Conservation District (LSGCD) strives to ensure a supply of clean, affordable water for the future of Montgomery County, one of the fastest-growing counties in the country, with a population expected to exceed one million in just 25 years. Every residence and business needs water in some capacity and the District works to manage the amount of groundwater taken from below the surface on an annual basis.
The District is bound by Chapter 36 of the Texas Water Code. One of the many ways the District carries out its mission and the powers and duties provided by Chapter 36 is through the creation of District rules. A major aspect of the District’s rules is its permitting program, which is carried out through well registration and permitting. Milestones

LSGCD was created by the 77th Texas Legislature, with a 73.85% voter-approval rate in a confirmation election.

LSGCD determined that no more than 64,000 acre-feet (21 billion gallons) should be pumped each year from the Gulf Coast Aquifers in Montgomery County. Average annual use exceeds 25 billion gallons.

Large-volume users were told to file Groundwater Reduction Plans (GRP) to show they will reduce their 2009 total qualifying demand by 30 percent (plans were due April 2011).

January 1, 2016, deadline was set for large-volume users to reduce groundwater use.

Groundwater reduction plans begin implementation. Large-volume users must reduce pumping groundwater to 70 percent of their 2009 total qualifying demand.

During the 85th Session of the Texas Legislature, House Bill 1982 was authored to amend Lone Star Groundwater Conservation District’s enabling legislation. The amendment changed the existing enabling legislation from an appointed nine-person board of directors to a seven-member elected board.

The newly elected Board of Directors were sworn in on November 16, 2018, following a Special Board Meeting whereby the election was canvassed, and Certificates of Elections were signed and distributed.

District Court invalidates reduction rule and final judgment is entered. District launches Subsidence Study

Texas Water Development Board approved the District’s Management Plan, which included the District’s commitment to conduct a multiphase subsidence study specific to Montgomery County.
